What it usually means
This cycle is closed. The useful part of the sentence is the second half: the next cycle is usually decided well before anyone asks you about it.
What else it can mean
- A real deferral. There is a case, and it needs one more cycle of evidence.
- A soft no. "Next cycle" will be said again next cycle.
- A budget answer. The money for this cycle is spent.

When the next decision is actually made — the calibration or planning meeting, not the conversation where you are told.
What the research says, and where it stops
Calibration meetings are a widespread organisational practice that has received little academic study.
