What it usually means

Many companies rate two things: how you do the job you have, and a forecast of how you would do the next one. The second is usually set in a meeting you are not in and rarely shown to you.

So the sentence is not a contradiction. It says the first rating is fine and the second one is holding you where you are.

What else it can mean

  • Nobody has seen you at the next level. The forecast is built from moments that look like the bigger job, and there have not been any.
  • The forecast was set early and not revisited. An old impression, carried forward from cycle to cycle.
  • A polite no. The decision is made and this is the wording for it.

Whether a potential rating exists where you work, who sets it, and when. Then one example of what it looked like in someone who was rated high.

What the research says, and where it stops

  • At a large retail chain, a subjective rating of "potential" — a forecast, kept separately from the performance rating — shaped who was promoted. Women received lower potential ratings despite higher performance ratings.

  • When one professional services firm introduced explicit potential ratings, the people promoted afterwards did worse in the new role, and the ratings predicted performance in the current job but not the next one.
